Engine, brakes, turbo, armor, rims, neons, paint. Drive in, watch the part live, pay up. And once the cops have lost sight of you, a fresh coat of paint shakes them for good.
The shops#

Drive into the bay with no stars, [E]. The shop is split into four stations: performance, body, rims, colors and lights. Repairs are a separate button. The camera frames whatever part you're looking at (hood up for the engine), right-click to orbit. Installed parts are marked, levels are shown. Going back to stock or removing a part is free.
Prices#
Everything is a percentage of the car's catalog value, with a floor. Tuning a supercar costs more than a compact.

Repairs are billed on actual damage: a barely scratched car costs $300, a car in pieces 4% of its value. Neon and xenon colors are only sold once they're fitted.
What sticks#
On your own car, everything you pay for is saved: it comes back out of the garage and survives insurance. Someone holding your key can tune it too: they pay, your car gets the upgrade.
The shop works on any car you're driving, even one lifted off the street. But on a car that isn't registered to you (or to a buddy who lent you his key), nothing is saved: your money leaves with it. And the illegal mechanic puts performance back to stock.
Express respray#
You have stars, but they're greyed out: the cops lost sight of you. Floor it into the bay, [E]. Random new color, and the cops lose your trail: not a single star left. Works on a stolen car too.
